What it is
Builds a circuit from a spec string and a flat parameter vector.

Examples
From the documentation, and run by the build -- the output and the figure below are what the engine actually produced. Simplest first.
c = circuit("R-p(Q,R)-Ws", [0.2, 1e-5, 0.8, 0.01, 5.0, 2.0])
print("{c}") # circuit("R-p(Q,R)-Ws") [0.2, 1e-5, 0.8, 0.01, 5, 2]
output
circuit("R-p(Q,R)-Ws") [0.2, 1e-5, 0.8, 0.01, 5, 2]from signal-processing
How it works
circuit("R-p(R,C)", [Rs, Rct, Cdl]) -- the form that matches papers/ecm-pf's library exactly, so a parameter vector is interchangeable with its Qu and Python implementations and its 40-topology cross-language check can be pointed at this code.
From the note above this builtin in the interpreter, where the reasoning was written down as it was built.
